Not professional

I cannot give a rating on his ability to do stucco work, as he refused to read the requirements I had spent time creating, and instead wanted me to call him. When I asked him to look at the requirements first, he responded with email from his phone: "If you can't call me never mind." So my rating is based on his ability to act professionally as well as his demonstrated ability to read a simple requirements PDF sent over email. If he cannot quote against a documented RFP, I worry about his ability to realistically estimate work.
